Entre las causas del problema se seleccionaron tres: “la falta de implementos de bioseguridad”, “los protocolos de intervención no acordes con la magnitud del daño” y “la infraestructura inadecuada para la intervención de los infractores”. Para definir las causas se efectuaron entrevistas, observación de campo y revisión documental. Como desafío de innovación se formuló la interrogante: ¿Cómo podemos mejorar los protocolos de la PNP en las intervenciones policiales, en el caso de la emergencia sanitaria a consecuencia del COVID 19, para contrarrestar los contagios y fallecimientos del personal policial?; por lo que se implementó el prototipo de innovación “Protocolo de Intervención Policial con Sistema de Control Inteligente SYSCONFACE para contrarrestar los contagios y fallecimientos del personal policial”, que consistió en revisar, analizar y modificar los protocolos vigentes, fundamentados en la restricción del “contacto físico” con las personas intervenidas para evitar la propagación de la pandemia. Por lo que las intervenciones policiales, como la identificación, obtención de la información básica del intervenido, entre otros, se efectuarán utilizando herramientas tecnológicas. El prototipo de innovación se enfoca en la transformación digital y la reingeniería de procesos.

As an innovation challenge, the question was formulated: How can we improve the PNP protocols in police interventions, in the case of the health emergency as a result of COVID 19, to counteract the infections and deaths of police personnel ?; Therefore, the innovation prototype was implemented "Police Intervention Protocol with SYSCONFACE Intelligent Control System to counteract infections and deaths of police personnel", which consisted of reviewing, analyzing and modifying current protocols, based on the restriction of "contact physical ”with the people intervened to prevent the spread of the pandemic.
