El primer informe Doing Business fue publicado en el 2002 y consideró para su evaluación cinco indicadores que se han incrementando a 11, según reporte del 2017; estos han hecho posible medir 190 economías. Aplicando dicha metodología, la presente investigación cuantitativa-descriptiva busca determinar la facilidad para hacer negocios en la provincia de Huaral (Lima). Para ello, se han utilizado cinco herramientas adaptadas por CENTRUM Católica: (a) apertura de una empresa, (b) manejo de permisos de construcción, (c) obtención de electricidad, (d) registro de propiedades y (e) cumplimiento de contratos. Asimismo, la información recopilada en las municipalidades de los 12 distritos de la provincia de Huaral evidenció que las actividades empresariales predominan en tres de sus distritos: Huaral, Chancay y Aucallama. La población en estudio estuvo comprendida por las empresas con licencias de funcionamiento registradas durante el 2015, autoridades locales, funcionarios municipales, funcionarios de SUNARP y del Poder Judicial, abogados, notarios y arquitectos. Finalmente, la investigación permitió recabar información para realizar el análisis bajo la metodología Doing Business, cuyos resultados condujeron a conclusiones y recomendaciones que podrían ser utilizadas por las autoridades u organismos reguladores con el objetivo de mejorar las políticas y regulaciones que estimulen la facilidad para hacer negocios en la provincia de Huaral

The first Doing Business report was published in 2002 and considered for its evaluation five indicators, which have been increased to 11, according to the report of 2017. These have made it possible to measure 190 economies. Applying this methodology, the present quantitative-descriptive research seeks to determine the ease to make business in the province of Huaral department of Lima. For this purpose, five tools have been used by CENTRUM Catolica: (a) starting a business, (b) dealing with construction permits, (c) getting electricity, (d) registering property and (e) enforcing contracts. Likewise, information gathered in the municipalities of the 12 districts of the province of Huaral can to show that business activities predominate in three of its districts: Huaral, Chancay and Aucallama. The study population was comprised of companies with operating licenses registered during the year 2015, also local authorities, municipal officials, SUNARP officials, judicial officers, lawyers, notaries and architects.
