El Programa Nacional de Transporte Urbano Sostenible – PROMOVILIDAD, es un programa adscrito al Viceministerio de Transportes y Comunicaciones y cuenta con reciente creación; sin embargo, no cuenta con procedimientos formalizados, lo que viene ocasionando una serie de debilidades en la gestión eficiente de recursos, duplicidad en atención de documentos, plazos con riesgos de vencimiento, entre otros que motivaron la evaluación situacional para la formulación y definición de sus principales procesos operativos; y, con ello, generar una base para la elaboración de un manual de procedimientos de la Entidad. En dicho contexto, luego del análisis de diagnóstico basado en los productos actuales, la determinación de los clientes y la aplicación de la metodología del sector, se elaboró la distribución de los principales procesos por niveles y se propusieron líneas de propuesta para la creación de un manual de procedimientos. Asimismo, se propusieron indicadores de seguimiento y evaluación, contribuyendo así de manera significativa al mejoramiento de la organización en beneficio de los usuarios y, en última instancia, a la correcta prestación de los servicios que ofrece a los gobiernos locales y a la sociedad
