This study analyzes the consequences of COVID-19 in Peru and Latin America regarding the aspects of poverty and unemployment, the impact on the economic-social scenarios, and the existing financial inclusion indicators in times of pandemic. The article’s objective was to show the importance of financial inclusion to mitigate the effects of the COVID-19 crisis by inserting the population ―traditionally excluded― into the formal financial system. As a result of the research, it is shown that governments have mitigated the negative effects of the pandemic with the implementation of subsidy programs and by offering economic support to the vulnerable population; however, it is necessary to improve public policies to take advantage of digital innovation in benefit of the population, and to lower the barriers that hold back the penetration of financial inclusion.

The year 2011 projects that the national construction sector gets an annual growth of 8.3%, driven by the good performance of private investment, which would grow at an estimated rate of 11.8%, while public investment slightly advance at 3.4% by the lowest budget for infrastructure. The use and access to financial services allows the population to save surplus capital to make forecasts and future investments. Likewise, it generates a solid base of savings reducing dependence on international financial markets in the face of economic shocks. The collapse of foreign demand in our most important target market -USA, due to international crisis, and the aggressive competition of China in this market. Exports of textile and apparel sector have closed 2009 at US$ 1,550 million, 23% below the level reached in 2008. The most affected segment was the garment that would have made 25%, meanwhile textiles (fibers, yarns and fabrics) would have 15%.
