In Peru, participatory democracy includes descriptive notions, typical of deliberative democracy, a concept that has not been developed, and that could be the cause of its attrition and incorrect operation. This article questions the emergence and institutionalization of participatory democracy and proposes a research framework that allows identifying the quality of participation and deliberation. Finally, some guidelines are given that seek to lay the foundations for an approach that restructures citizen participation: Engineering of citizen participation.

La democracia participativa en el Perú fue construida a través de la participación y la deliberación. El institucionalismo de su práctica ha creado oficialmente dispositivos que permiten la inclusión de la sociedad civil en la toma de decisión. Así, la Mesa de Concertación para la Lucha Contra la Pobreza (MCLCP) se ha convertido en el estándar de la concertación. Entonces, ¿por qué y cómo participa la sociedad civil y el estado en el MCLCP de Cajamarca. Al basarse en una sociología de la evaluación, esta investigación intenta responder a esta pregunta. Por consiguiente, el estudio de la calidad de la participación y de la concertación nos permite mostrar de una parte los indicadores de análisis de la calidad y de otra parte la caracterización de la democracia participativa en la MCLCP de Cajamarca.
