Esta investigación estudia las dificultades experimentadas por el Estado peruano durante la implementación de sus decisiones y el establecimiento de un marco regulatorio efectivo precisamente en uno de los sectores que, históricamente, se caracteriza por la precariedad de sus intervenciones: el sistema de movilidad urbana. Para ello, se analiza el caso de la Gerencia de Transporte Urbano comparando y describiendo los factores que influyeron sobre el desempeño de sus funciones de regulación y fiscalización a lo largo del período 2007-2014; ello incluye dos gestiones municipales con orientaciones políticas contrapuestas sobre el sistema de transporte en la ciudad de Lima. This article aims to identify the different factors that have affected the recent urban transport policy of the local government of Lima, through the analysis of the Urban Transport Office (GTU) of the municipality of the metropolitan area of Lima (MML) during the period 2007-2014. Descripción: El curso Negociación y Resolución de Conflictos es de carácter teórico-práctico, dirigido a estudiantes del cuarto ciclo. Busca que el alumno diferencie, analice y presente soluciones a conflictos, que son aquellos producidos por la interacción de los seres humanos con su ambiente y entorno, y que tienen que ver con el manejo de recursos escasos, como el agua, el suelo, el aire, entre otros. El conflicto surge, por ejemplo, cuando una población observa que actividades extractivas como la minería atentan contra su cultura, identidad y cosmovisión, su calidad y condición de vida y el medio ambiente en el que habitan y deciden organizarse para exigir a los que la ocasionan que remedien la situación.
