I understand, as Kafka does, that the situation of the bureaucracy of the early twentieth century in Europe in 'The trial’, that corruption has as one of its roots the lack of a sense of community. In this article I propose to overcome the rational choice approach. That way I can combine it with one (that) can understand corruption as collective action. That is why I reflect on the next four key questions to understand this approach: A) what is a collective action problem? this detaches that high levels of trust are significantly related with lower levels of corruption. B) When can we talk about societies where corruption is more the norm than an exception? this deduces that confidence is at stake, specially, in institutions. El objeto de estudio del presente trabajo es la capacidad de generar confianza desde el Estado a través de las instituciones ya que se parte de la siguiente hipótesis: se dará mayor cooperación para acabar con la corrupción en general si las instituciones son confiables. El estudio está inserto en el marco de “corrupción como problema de acción colectiva” que asocia corrupción sistémica con bajos niveles de confianza. Así, con el objetivo de buscar si este marco teórico es útil a un nivel práctico, primero, analizamos críticamente el marco en sí mismo. Segundo, tomamos a la República de Corea como estudio de caso, cuyo modelo anticorrupción es señalado recientemente como exitoso, a pesar de que diversos autores han señalado que la corrupción era generalizada y sistémica en los 50's.
