Desde el año 2016, Perú ha venido pasando por un nuevo periodo de inestabilidad política. Esta situación ha sido concebida y analizada como una “crisis política” que pone en jaque la viabilidad de la democracia peruana. Este artículo propone dos puntos para realizar una indagación más integral y entender la gravedad del desafío que se vive. El primer punto es el eje temporal. This article analyzes the more and more tense situation in East Asia of the 2010s and Japan’s challenges in the face of this situation. More than thirty years after the fall of the Berlin Wall, the order and status quo of the second half of the last century have been strongly destabilized both globally and in various parts of the world. East Asia, where Japan is located, is the region where these global dynamics have been most acutely felt, and in recent years, together with the Middle East, has become a potential «powder keg of the world». Historically, Asia has not reached a level comparable to that of Europe in terms of the institutionalization of regional order among its component countries. Japón se encuentra, en diversos sentidos, en una difícil encrucijada. Más que nada, su decaída economía ilustra la situación ardua que el país asiático enfrenta. Ya sufrió «dos décadas de pérdidas», luego del colapso de la burbuja económica de principios de la década de 1990. La tasa de crecimiento promedio anual del producto bruto interno (PBI), de 1956 a 1973 fue de 9,1%, y de 1974 a 1990 de 4,2%, mientras que de 1991 a 2010 llegó solamente a 0,9%. La economía japonesa se encuentra a la deriva, sin haber encontrado un camino para la recuperación a mediano y largo plazo.

La elección y gestión de Alberto Fujimori, hijo de inmigrantes japoneses, como presidente de la República del Perú vienen causando distintas impresiones, opiniones y especulaciones, a veces contradictorias, sobre varios aspectos de la vida política del Perú, entre ellos el de las relaciones nipo-peruanas y la política exterior del Japón hacia el gobierno de Fujimori, que ha llamado la atención de no poca gente. This article analyzes the foreign policy of the United States in Asia, where a fragile status quo with the presence of the United States was established, after falling a traditional vertical and hierarchical States system in the nineteenth century and going through the vagaries of conflicts and wars in the first half of the twentieth century. The main focus will be given to the administration of Barak Obama that introduced a major change on the issue, as well as the current administration of Donald Trump with the tendency to return to the isolationism of the United States.
