La presente investigación titulada "Gestión de Riesgos en Proyectos de Construcción de Obras Públicas, para reducir los Plazos y Costos de Ejecución, Perú 2019". El artículo presenta un análisis exhaustivo de la situación ética en el Perú y propone acciones para su mejora; desarrolla dos modelos conceptuales para la toma de decisiones éticas: uno que considera la influencia de la ética a lo largo de la vida, y otro que propone un enfoque integral con etapas clave como percepción, razonamiento, coordinación, aplicación y evaluación. Se enfatiza que las decisiones de los líderes gubernamentales pueden obstaculizar significativamente el logro de la Visión Perú al 2050.
