The following study analyzes the management policy applied to the interventions of the Historical Neighborhood of San Blas, located in the Historic Center of Cusco during the period from 1990 to 1993, under the municipal management of the mayor of the city of Cusco, lawyer and politician Daniel Estrada Pérez “Qosqoruna”. Said interventions, collected in the document Works of Integral Remodeling of the old Neighborhood of THOQO KACHI (San Blas), included “paving works of its picturesque streets, modern lighting, treatment of facades and rainwater” (Municipalidad del Qosqo, Mi Nuevo San Blas, 1993 p. 10), the treatment of the Plaza and the insertion of paqchas(*). As a result, the neighbors of San Blas appropriated and identified with the public space, the outcome of the positive sociocultural and economic impact of the intervention in its heritage urban plan. La gestión de sitios patrimoniales es una labor incesante de todos quienes profesamos la cultura de la protección y conservación del legado de nuestros antepasados; desde diferentes trincheras y especialidades, los juicios y torpezas ejercidos perturban el tejido urbano vivo, estructura representativa de la evolución de la ciudad histórica, porque incuestionablemente el centro histórico es el hábitat, el lugar donde el ciudadano —para bien o para mal— se reconoce, se expresa, disfruta y respira su cotidianidad, su temporalidad histórica.

Lima la sublime, intitulada bajo la lupa y desde la piel de la autora, ciertamente vierte diez años del trajinar profesional incesante desde su arribo a la ciudad, que la acoge por elección, allá en el 2011. Su formación y ejercicio le han permitido conocer desde el tejido de la historia los entretelones de la nación, pasando por el Congreso y la Inquisición; son en parte la razón de su narración entrañable, realista, crítica y, por qué no decirlo, crudamente autocrítica; la recién llegada, le permite ver y leer a la Ciudad de los Reyes desde la vereda del frente pasando por el mar del Atlántico.
