In the last years International cooperation or international aid in health, has been taken a relevant role in the accomplishment of health services reform, on the equality and poverty alleviation policies and in general promoting the social development of our country. Nevertheless, its knowledge and its management are still limited, reason why the present revision tries to contribute to its knowledge, focusing on its architecture, structure, philosophy and links with development. For it through a rethinking process, its probable origin is mentioned, detailing the basic concepts that nourish it and that cross their conception and evolution, analyzing them through seven paradigms that distort approaches, difficult its own evolution and its better management. It concludes in an analytical framework of the international cooperation in health.

Por primera vez en el historial epidemiológico del Cusco a mediados del mes de mayo, se reporta un brote de Rabia Humana transmitida por murciélagos en la comunidad nativa de Camaná, cercana a la zona donde se explota el gas de Camisea, en el Cusco. Inicialmente se diagnosticó la epidemia como de origen desconocido, por presentarse desde un inicio un factor de confusión. El brote ha permitido además corroborar las características clínico-epidemiológicas que presenta un brote de Rabia silvestre por hematófagos.

Objective: To analyze the development of human resources policies in health in Peru. Methods: Cross-sectional analysis study of Health Human Resources Policies of the Ministry of Health. To this end, various Policy documents developed in Peru were reviewed, before and after the Toronto Call to Action and its degree of implementation, through three implementation tools: controls (sticks), persuasion (sermons) and incentives (carrots). The historical analysis considered: political action, civil society response and state adaptation. Results: 11 Sector Policy Guidelines were identified (five with a human resource guideline) and two specific Policy Guidelines by Line Directions; both groups not necessarily coincident. Health systems, based on primary care principles, understood as first contact and continuous, comprehensive, integrated, and coordinated healthcare, achieve better results and greater equity in health than systems with a focus only on specialized care. The proposal of Integrated Health Networks (RIS) in Peru indicates that they will operate through a portfolio of comprehensive healthcare in networks, which meet the needs of the population.
