The Peruvian government enacted a new law granting consultation rights to indigenous peoples as a mechanism to enhance social inclusion in the country. The law generated debates about the criteria to identify indigenous population in the Andean region. Why does this law have problems granting consultation rights to Andean people? This paper aims to answer the question by reviewing historically the different Andean identities and analyzing the current international debate on indigenity. Our main argument is that the government intrying to apply the law is structuring a restrictive model that is hardlyable to grasp the complexity and dynamism of Andean identities.

El Perú es uno de los países más vulnerables a los efectos del cambio climático. Frente a ello, el Estado peruano ha diseñado e implementado programas de alerta temprana y adaptación. Sin embargo, la política de cambio climático puede ser perfeccionada a través de la integración de los programas de protección social con los programas de prevención y adaptación al cambio climático. A esta política se le conoce como protección social adaptativa. A partir de un estudio de caso en la Mancomunidad de Tres Cuencas, en Áncash, este estudio explora los comportamientos de los programas sociales Juntos y Pensión 65, así como su contribución a la adaptación al cambio climático y a la reducción de riesgos de desastres. Finalmente, se propone un sistema de información que contribuya al diseño de una política de protección social adaptativa.
