This editorial presentation refers to the National University of the Altiplano (Puno), knowing that it is not easy to analyze new or innovative social, political and cultural processes, in this case of the university system, because we live periods of cultural homogenization where diversity has been denied of languages and cultures. In this context, the development of critical thinking has become relegated with a sense of pertinence. It is known that the history of the UNA, passes through three relevant moments, such as the creation under an anchorage of positivism, then the reopening that was a tenacious struggle of the Puno region, and now embarked on the licensing process and with a great progress in the accreditation of vocational schools. El presente es el resultado de la pesquisa realizada con el objetivo de identificar y analizar el papel de los valores morales de la cultura aymara en la construcción de la personalidad en las comunidades aymaras de los distritos de Ilave y Pilcuyo de la provincia aymara de El Collao –Puno, del mismo modo se ha rastreado diferentes ciudades que en la actualidad están asentadas la población aymara. Se ha utilizado el método etnográfico y las técnicas de observación participante, grupos focales y el análisis documental. Aborda los sucesos acontecidos el año 2004 en la localidad de Ilave y sus consecuencias hasta nuestros días. Por ello primeramente describimos el proceso histórico-antropológico de los aymaras de esta región a partir de mediados del siglo XX, especialmente deteniéndonos en analizar las características del movimiento indígena aymara desde 1990 hasta el 2004. Es importante señalar el rol asumido por el gobierno municipal del año 2004 como una gestión frustrada. En ese marco se estudian también las demandas y posturas confrontadas desde el 2004 a la actualidad. En el proceso de globalización del mercado el capitalismo vía la doctrina del neoliberalismo está dando lugar a la concentración de sectores de gran riqueza, junto a grandes masas de miseria y a un gran número de población mundial superflua y desprovista de derechos. En este escenario los pueblos originarios vienen emprendiendo reivindicaciones en demanda sus derechos y la defensa de su territorio, el cual es respondido por el Estado con represión, es decir no está siendo comprendida su demanda, estos pueblos bregan el buen vivir de sus culturas. En la presente pesquisa se planteó como objetivo general determinar el perfil profesional y perfil didáctico del docente del área de ciencias sociales de educación secundaria en las instituciones educativas del distrito de Ilave, provincia de El Collao, región Puno, año 2017. Se utilizó un enfoque cuantitativo con un nivel tipo descriptivo y diseño No – descriptivo de una sola casilla. La muestra estuvo constituida por 26 docentes a quienes se aplicó una encuesta para determinar el perfil profesional y perfil didáctico. Los resultados demostraron en relación al perfil profesional que el 100% de docentes están en formación y; sobre el perfil didáctico, el 96% de docentes afirman utilizar estrategias didácticas dinámicas en el proceso de enseñanza aprendizaje en el área.

TRADITIONAL TEACHING METHODOLOGIES, SUCH AS LECTURES, ARE NOT THE MOST EFFECTIVE IN IMPROVING STUDENTS' ACADEMIC COMPETENCE. HOWEVER, THROUGH LEARNING THROUGH FORMATIVE RESEARCH AND THE USE OF EDUCATIONAL TECHNOLOGIES, UNIVERSITY STUDENTS CAN BETTER DEVELOP THEIR ACADEMIC COMPETENCIES. THE OBJECTIVE OF THIS ARTICLE WAS TO DETERMINE THE RELATIONSHIP BETWEEN FORMATIVE RESEARCH IN THE CONTEXT OF DYNAMIC DIGITAL TECHNOLOGY AND THE ACADEMIC COMPETENCE OF STUDENTS AT THE UNIVERSIDAD NACIONAL DEL ALTIPLANO IN PERU.
