El autor aprovechando dicha coyuntura hace un reconocimiento de los aciertos y errores de nuestros dos últimos textos constitucionales, para terminar proponiendo un enfoque más sereno y sin apasionamientos de Jo que debería ser una reforma constitucional responsable, que mantenga e impulse el desarrollo económico y enrumbe a nuestro país a una democracia fuerte y permanente.
