Estos márgenes y el mismo Río Rímac vienen siendo afectados por condicionantes ambientales, sociales y culturales que propician su degradación. Se estudió la zona a intervenir y se realiza una propuesta urbana, donde el Parque Biblioteca en conjunto a toda la propuesta urbana comparte objetivos para regenerar los márgenes del río Rímac. El Parque Biblioteca planteado dentro de estos márgenes del río Rímac buscó ser el motor de un cambio social, cultural y urbano que necesita nuestra área de intervención, ofreciendo espacios públicos con funciones culturales y educativas; un programa de oportunidades de desarrollo a la comunidad, y fortalecer el relacionamiento de la ciudadanía. El Parque Biblioteca en la ribera del Rio Rímac en el distrito de San Martin de Porres se ubica en el centro del proyecto urbano planteado, revalorará la zona en base a cultura, educación, tecnología e identidad. El proceso de desarrollo de la presente tesis empieza planteando la problemática, respaldada y justificada con un marco teórico, y el aporte del proyecto. Luego entramos al capítulo donde fundamentamos la factibilidad del proyecto donde se presenta información cuantitativa y objetiva. También mencionamos las consideraciones que se tuvieron antes de iniciar a proyectar, y el planteamiento del programa arquitectónico. Y por último, como parte del cuerpo de esta tesis, el desarrollo del proyecto; que inicia con las concepciones que rigieron a plantear el proyecto arquitectónico, para mostrar luego en planos el resultado del proyecto que nacieron a partir de estas concepciones.

These margins and the Rimac River itself have been affected by environmental, social and cultural conditions that lead to their degradation. The area to be intervened is studied and an urban proposal is made, where the Library Park together with the entire urban proposal share objectives to regenerate the banks of the Rimac River. The Library Park raised within these banks of the Rimac River, seeks to be the engine of a social, cultural and urban change that our intervention area needs, offering public spaces with cultural and educational functions; a program of community development opportunities, and strengthen the relationship of citizenship. The Library Park along The Rimac River, in San Martin de Porres district is located in the center of the proposed urban project, it will revalue the area based on culture, education, technology and identity. The development process of this thesis begins by posing the problem, supported and justified with a theoretical framework, and the contribution of the project. Then we enter the chapter where we base the feasibility of the project where quantitative and objective information is presented. We also mention the considerations that were taken before starting to project, and the approach of the architectural program.
