Al mencionar al Callao, es inevitable no pensar en cultura, ni la gran riqueza cultural que este posee, sin embargo, los habitantes de esta provincia no cuentan con una edificación diseñada para tal fin. Actualmente en el Perú difícilmente encontramos centros culturales con infraestructuras pensadas y planificadas, en su lugar encontramos muchas edificaciones construidas con otros fines, que terminan siendo ocupadas y funcionando como centros culturales, lo que perjudica notablemente las actividades que ofrecen, ya que los espacios y ambientes ni si quiera tienen las medidas reglamentarias para el uso que le dan. De igual manera otro gran problema que presenta nuestro país es la delincuencia y la violencia, actos vistos cotidianamente en el primer puerto, cometidos generalmente por adolescentes y jóvenes, que han dejado el estudio por diferentes motivos entre ellos el económico o no cuentan con un trabajo estable y formal, por ello la salida más fácil que tienen es delinquir, ante ello con el proyecto se propone brindarles oportunidades de educación técnica y talleres con el fin de reinsertarlos en la sociedad Un centro cultural diseñado, pensado y planificado, ofrecería ambientes adecuados para realizar las actividades destinadas con el fin, así mismo permitiría una difusión masiva de nuestra cultura e historia, de igual manera brindaría 5 herramientas de ocio, capacitación y educación de manera amigable y entretenida para la población

Culture provides identity to a population and allows it´s history to endure through time through habits, languages, traditions and customs. When mentioning the constitutional province of Callao, it is inevitable not to think about culture, nor the great cultural wealth that it possesses, however, the inhabitants of this province do not have a building designed for this purpose. Currently in Peru we hardly find cultural centers with thought and planned infrastructures, instead we find many buildings built for other purposes, which end up being occupied and functioning as cultural centers, which significantly damages the activities they offer, since the spaces and environments they do not even have the regulatory measures for the use they are give it. Similarly, another great problem that our country presents is crime and violence, acts seen daily in the first port, generally committed by adolescents and young people, who have left the study for different reasons, including economic or not having a job stable and formal, therefore the easiest way out they have is to commit a crime. In view of this, the project proposes to offer them opportunities for technical education and workshops in order to reintegrate them into society.
