This means reviewing the liberal reforms proposed by the Washington Consensus, whose ideological parameters favored the precariousness of employment and the persistence of poverty conditions pending uncertain development. This article summarizes such approaches, which go beyond the focus of social policies.El Perú necesita de un nuevo arreglo institucional orientado a la redistribución, incluyendo la cobertura universal de prestaciones esenciales garantizadas para todos y correspondientes a los niveles de desarrollo del país. Ello supone revisar las reformas liberales planteadas por el Consenso de Washington, cuyos parámetros ideológicos favorecían la precarización del empleo y la persistencia de condiciones de pobreza a la espera de un incierto desarrollo.
