El problema de la ausencia o deficiencia de su formación en competencias interculturales es un problema estructural que permite la perpetuación de prácticas discriminatorias muy arraigadas en la sociedad peruana en general. Estas prácticas han traído altas tasas de mortalidad y morbilidad materna-neonatal, lo cual desanima a muchas mujeres indígenas a seguir usando la salud pública: no sólo por temor a su vida e integridad, sino además porque el servicio no tiene pertinencia cultural. Por ello, es necesario invertir esfuerzos hacia la generación de competencias interculturales en el personal de la SMN para reducir la brecha de género, desde una mirada interseccional. Por ello, el presente proyecto de intervención pretende generar y fortalecer estas competencias interculturales, pero no desde iniciativas aisladas, con un enfoque intercultural débil; sino a través de una iniciativa sistemática y a largo plazo, forjada desde la “subalternidad”, reconociendo la relación de poder desigual entre pueblos indígenas y Estado peruano.
