description La sostenibilidad de los servicios de agua y saneamiento (SAS) en las zonas rurales es uno de nuestros principales desafíos. Para ello, es fundamental fortalecer el rol de la gestión comunitaria en la administración, operación y mantenimiento de los SAS. Sin embargo, la gestión comunitaria puede fracasar si no existe un marco institucional que brinde un apoyo permanente y cercano: la institución idónea para dar este soporte es el gobierno local. Esta investigación tiene como objetivo analizar el rol del gobierno local en el apoyo a la gestión comunitaria de las comunidades rurales del país para garantizar la eficiencia y continuidad de los SAS, así como analizar el marco normativo e institucional que lo sustenta. Para ello, el estudio hace una extensa revisión bibliográfica y entrevistas a profundidad a actores clave.

Chapter One is the introduction which presents the research purpose, the importance, limitations and structure of the study. Chapter Two analyses the different approaches that had influenced RWSS and the concepts of community management, institutional support mechanism and the role of local government within this concept. Chapter Three identifies the legal, fiscal and administrative, political, and sociocultural framework for the role of the community and local government in RWSS in Peru. Chapter Four discusses the role of the local government in supporting community management in Peru through the analysis of the strengths and weaknesses of their role.
