The dispute on the type of democracy is what lies under the academic study, of a normative nature, on the role of media in society. An example of it is the Theory on Social Responsibility, expressed at its best in the works of the Hutchins Commission. It came to compel the media enterprises, as well as government and public in general, to accept conscientiously their role in society, and to assume a number of principles which would correct the unfocused exercise of free press, and limit the social unbalance that could arise from it.

This article deals with the ways in which the special law establishes the democratic functioning of political organizations in terms of the transparency that they must exhibit as to the origin of the economic resources that support it, and the procedure for access to the free use of space -those offered by state-owned social media in proportion to the last general election result; and specifies the rules so that political parties can testify to political pluralism and that the formation of the popular will and the internal electoral processes as well as the fundamental institutions in their purpose of energizing the political articipation of the citizens as the basis of the democratic system.

The global appeal of liberal constitutional democracy—defined as a competitive multiparty system combined with governance within constitutional limits—cannot be taken for granted due to the existence of competing forms of government that appear successful along a number of practical dimensions and consequently enjoy high levels of public acceptance. Proponents of liberal constitutional democracy must be prepared to explain and defend its capacity to satisfy first-order political needs. A system of government is unlikely to command popular acceptance unless it can plausibly claim to address the problems of oppression, tribalism, and physical and economic security. Social networking sites have had a significant impact on politics and democracy. They can bring about positive changes that contribute to establishing a more effective and complete democracy. In this study, we investigate the relationship between social networks and democratic effectiveness in Latin American countries. We conducted a quantitative and inferential statistical analysis using representative surveys from2023 to demonstrate that the internet and social networks have a notable impact on the democratization process of these countries. Our study challenges the hypothesis proposed by Lipset that a nation’s economic prosperity contributes to strengthening democracy.

Besides, I research the regionalization process established in the 1979 Constitution, especially, during the last decade. This period is caracterized by democracy restauration, the renewal of regionalization process and the reactivation of social conflicts.

Centralization and decentralization as well as deconcentration in the administrative division of the Peruvian state have been conditioned by political, social, economic and religious factors; In brief, by factors of power. The execution of these policies in the Peruvian context has brought serious difficulties in the development of the country. In this article, the author studies the Peruvian model and its adaptations taking into account the historical data. Finally, he proposes the reform challenges that must be faced in decentralization and the strengthening of regionalization, both understood as necessary institutional processes to achieve the integral development of the country.

After Colonial period had been ended, Latin America faced its main problem: the construction of political system under Independence’s ideas. No elements from this recent past might be used to built a Nation-State in European way for organizing a civil society. Most of actual Latin America political problems in several countries at the beginning of 21st century, came up from the old century ones, and this fact support a reviewing of interdisciplinary foundations from “The modern and democratic Law State” are supported. This paper aim to discuss such a point of view.

This paper develops the elements of the constitutional thought of Pedro Planas. In that sense it establishes the concept of Constitutional Democracy, analyzes its characteristics, such as the division of powers and the supremacy of the Constitution, and develops its differences with respect to the autocracy, which according to this, is the political system. Following this same line, the basic structures of the political regimes in the Constitutional Democracy are analyzed. This is developed in two parts, in the first, the political schemes are divided according to the system of checks and balances, from this the existence of two types of regimes is concluded: the parliamentary regime and the presidential regime. One of the most outstanding features of Peruvian politics in recent decades is the vigorous presence of the popular classes in the national political scene. Before 1930, the people were practically absent not only from the spaces of the great political decisions but also from the great social scene. Not only did it fail to establish itself as an organized force with its own political project, but it was also unable to centralize its forces to assert its immediate demands and interests.

This paper is about the Public Ministry and the social cohesion in the way that the work of this entity contributes to the strengthening of the democracy. The author proposes the abstraction of the differences that this entity could have in each country and to establish common areas of elaboration. Furthermore, he points that the Public Ministry behavior or its institutional development do not be framed into its legal base of action, even when could have a correlation. The author emphasizes that its behavior must not see as an exercise of power, however as a service to achieve the social cohesion. The purpose of this article is to briefly analyze the economic-ideo- logical model of the communication market in Brazil, highlighting its influ- ence on the current national political scene.
