Climate change is one of the main issues we face not only as a country but on a global scale, and it has challenged several countries to achieve a shifiting in state policies, forelooking the climate component’s transversality.Therefore, this article aims to argue the importance of a public policy oriented to climate change adaptation and the influence of the Framework Climate Change Law for the enforzability of decision making for the execution of such policy. Thus, since it is a challenge –as a country- to understand the need of adaptation policies, which are diff erent from mitigation policies, towards the insurance of environmental sustainability for future generations. The climate change adaptation requires a transversal normative reformulation that allows the natural resources guardand the coexistence between environment and citizenship.

This article investigates how liberal environmentalism appears in Brazilian and Chinese discourses within the framework of the Paris Agreement, particularly in their Nationally Determined Contributions (NDCs). Data is collected from documentary and bibliographic sources, which include the NDCs of Brazil and China, as well as records of dialogues, negotiations, agreements, and rules that shape international climate policy. Discourse analysis is employed as the technique for data analysis. It is emphasized that there are three political-ideological pillars that constitute liberal environmentalism—namely, sustainable development, the green economy, and carbon metrics—which guide the analysis of Brazilian and Chinese discourses. Regardless of the difficult scenario facing the Paris Agreement with the recent withdrawal of the US, Peru will continue to comply with its international obligations and consolidating its national policies and frameworks related to climate change. Although Peru entered the international negotiation process late – basically from COP 20 onwards- it has had a decisive participation and influence in its outcome, the Paris Accord. Pero has for over a decade, been developing a robust internal architecture of norms and institutions, to launch the country towards a greener economy. With the difficulties that this means for a developing country like Peru, the future leads inevitably to the search of clean and environmentally friendly and sustainable economies.

Este ensayo analiza la representación del exilio latinoamericano en Guía triste de París de Alfredo Bryce Echenique, explorando las complejidades de la identidad en la diáspora. A través de un enfoque crítico basado en los conceptos de Edward Said sobre el exilio y la crítica decolonial de Walter Mignolo, se examina cómo los personajes peruanos y latinoamericanos de la obra enfrentan las barreras sociales, raciales y culturales en su intento por encontrar su lugar en la Ciudad Luz. La narrativa de Bryce revela la dualidad entre el ideal cosmopolita de París y la realidad alienante que viven los inmigrantes, destacando el uso del humor, la ironía y el machismo como herramientas para desvelar las luchas internas y las desilusiones de sus personajes.

El trabajo de investigación pretende estudiar las características de la arquitectura prehispánica de la zona arqueológica de Paris Pukara, Espinar-Cusco. Porque la zona arqueológica de Paris Pukara fue elegida para la investigación por ser un sitio ubicado en un hábitat de cumbre como predominante, por presentar la complejidad arquitectónica como recintos circulares, rectangulares, estructuras funerarias, murallas y red vial. This paper proposes a framework of analysis for the governance dimension in the implementation in Peru of the Nationally Determined Contributions derived from the Paris Agreement (NDC). The less developed countries, such as the one mentioned, add to the technological and financing difficulties to implement the NDC, the institutional weaknesses. In this context, the analysis of governance conditions should consider short-term political factors, constraints on institutional development, as well as elements of political economy. This leads us to consider both the sectoral and territorial dynamics, as well as the different roles that actors, with economic and political power, play around climate policy.

Como el lector conoce, del 1 al 12 de diciembre del 2014 se llevó a cabo, en Lima, Perú, la Vigésima Conferencia de los Estados Partes de la Convención Marco de Cambio Climático de las Naciones Unidas (COP20). Para los que como el autor, hemos seguido este tema desde hace algunos años, la Cumbre de Lima puede considerarse importante ya que establece elementos para continuar las negociaciones en París en el 2015. Delegaciones de 194 países, miembros de la Organización de las Naciones Unidas (ONU) asistieron a esta Cumbre internacional. En promedio, aproximadamente trece mil personas de todo el mundo vinieron al Perú, haciendo de este el evento más grande jamás celebrado en nuestro país. La presente ponencia propone un marco de análisis para la dimensión de la gobernanza en la implementación en el Perú de las Contribuciones Nacionalmente Determinadas derivadas del Acuerdo de París (NDC por sus siglas en inglés). Los países menos desarrollados, como el señalado, agregan a las dificultades tecnológicas y de financiamiento para implementar las NDC, las debilidades institucionales. En dicho contexto, el análisis de las condiciones de gobernanza debe considerar los factores políticos de corto plazo, las constricciones al desarrollo institucional, así como elementos de economía política. Esto nos lleva a considerar tanto la dinámica sectorial y territorial, como los distintos papeles que los actores con poder económico y político juegan alrededor de la política climática.

La definición del término “representación gráfica” varía de acuerdo a la teoría en el que se sitúa un investigador, por ello se identifica una serie de consideraciones sobre el tema.
