La provisión de energía eléctrica de calidad es de interés estratégico para cualquier país por sus implicancias para el crecimiento y sostenibilidad económica y social. A pesar de brindar electricidad a más del 60% de los clientes de todo el Perú, las empresas de distribución eléctricas del estado administradas por la entidad estatal FONAFE registran mayor incidencia de interrupciones de servicio y menor gasto en infraestructura que mejoraría la calidad técnica de su servicio. Local state structure and local government (gestion) are shaped by spaces and personalities whose political and social relations generate unexpected effects. In this article, I explore this dynamic through an ethnography conducted with local municipal authorities at a swearing-in ceremony for the Urubamba Provincial Council (Junta) of Chicha Producers (Ajawasis) and a Carnaval Fiesta sponsored by the municipality. Specifically, the article analyzes how affects, histories, rumors and memories enter into tension with more formal or normative arenas of government, including established adminsitrative and legal processes. Seen from this perspective, the municipality ceases to appear as a static unit, to emerge instead as a fluid entity composed of very dynamic and shifting social processes and forces. From a theoretical perspective from political science, this article identifies and analyzes the various institutional capacities involved in the development of policy linkage in a state-run university Argentina. The empirical data on which this study is based were generated through documentary analysis from the university under study and supplemented with semi-structured interviews applied to various officials in the subject. The results show that the university developed institutional capacities linked to the creation of a structure of ad hoc interaction that serves as the link between the territory and the university, and the implementation of a policy of incentives to promote community participation academic in these activities as well as the involvement of the university in public and private spaces and the active leadership of the university managers responsible for this function.

​In the last two decades the development, of agriculture in Peru has attracted an increasing interest within the social sciences. In particular, the process of transformation of the 'haciendas' (farms) into cooperative associations in the Peruvian coast, and the subsequent parceling of the latter, has produced an extensive bibliography on the subject. A balance sheet of this intelectual production is the main object of this paper. The present research compared on the basis of chronological age, civil state, gender and type of business the psychological aptitudes facing the emergency states with natural and social origin in 776 persons in Lima, whose sample of mistake size was 0,05, with a confidence level of 0,95. The informations about psychological aptitudes obtained through an ordinal scale. This article reconstructs the process that led to Chilean postal reforms (1840-1852) and argues that their impetus resulted from the convergence of structural conditions (political peace, financial stability, and commercial boom) and an intellectual context favorable to "material progress." Drawing on official sources and ministerial reports, it traces how denunciations of the administrative obsolescence of the postal service and pressures from public and private actors (ministers, Valparaíso merchants, the press) grew from the late 1830s onward. It also examines the legislative projects of 1849-1850 (Urízar, congressional committee, Varas) and the dispute between privatization (through public tender) and a state-run model. This article examines the transformation process undergone by the electrical system in the Paraíba Valley in the state of São Paulo and discusses the possibilities for developing the cities located along the transmission lines between the metropolises of Rio de Janeiro and São Paulo. From the 1930s to the 1950s, the Paraíba Valley went from a region whose electrical sector was fragmented and run by municipal enterprises, to one with an electrical system connected to the system of the Light company, and, finally, from the 1960s, the region began to receive its electricity from state companies. This study traces the trajectory of the electricity sector in this region and examines the relationship between this sector and economic development.

Informal urbanisation is a heterogeneous phenomenon; on one hand, there are informal neighbourhoods that have successfully implemented basic services and infrastructure at an accelerated rate, while others remain marginalised from basic State services. This study argues that the different levels of informal urbanisation are due to the type of land trafficker who runs the informal neighbourhood and the relationship of exchange of material and political resources that he establishes with the municipal mayor’s office. Thus, a political trafficker succeeds in establishing a resource exchange relationship with the municipal mayor, while an economic trafficker does not create the conditions for such an exchange. Political parties have ceased fulfilling substantial representative functions. Their legitimacy lies now on their role as governmental agencies. This led to an increasing interpenetration between parties and the states, and to the empowerment of those leaders that occupy executive offices. In the Latin American context these features are particularly intense in the case of ruling parties in countries where traditional parties collapsed or suffered significant brand dilution. In these cases the president controls the ruling party, while the «really existent» party organization is built up on the basis of networks recruited by the elected leader to run the government. This article sought to understand what displaced women, heads of families assisted by the Social Assistance of Brazil, understand about their displacement process and the State’s actions in regards to it. Through Critical Discourse Analysis it was identified that, although there are several causal attributions to displacement - such as environmental risk and violence - what really runs through the experiences of these women is an exclusionary urbanization, lived throughout the history of these families, which led them to occupy inadequate living spaces such as stream banks and unsuitable land, which ended up being risky and displacing the families in the medium term.
