This research has been developed to identify the main strategies that should be implemented to improve the experience and consumption of millennial tourists in the city of Lima, Peru. This paper is aimed to describe the basic limitations of the current fiscal responsibility lawto deal with the economic recession due to its pro cyclical character. Section 2 contains atheoretical model, which relates the aggregate demand to the pro cyclical fiscal rule. Two casesof static comparative analysis are developed in section 3: external shock and monetary policyshock; and the possibility of a fiscal and monetary policy mix to reactivate the economy is alsoanalyzed. In section 4 contains the empirical evidence of the fiscal policy character in the lastdecade. Finally, a brief review on the application of the fiscal rules experiences is developed inthe last section, and some changes on the law are suggested in order to make it more credible andefficient for public budget management.

Este ensayo pretende mostrar los límites de la actual ley Prudencia y Transparencia Fiscal para enfrentar la fase recesiva del ciclo económico debido al carácter pro cíclico de su regla de política. En la sección 2 un modelo teórico que relaciona la regla fiscal pro cíclica con la demanda agregada. En la sección 3 se analiza la estática comparativa de los shocks externos y de política monetaria, al mismo tiempo que se pondera la posibilidad de una mezcla de políticas monetaria y fiscal para reactivar la economía. En la cuarta sección se discute la evidencia empírica acerca del carácter de la política fiscal de la última década. Finalmente, en la última sección se revisa brevemente la experiencia de la aplicación de reglas y se proponen los cambios a la citada ley para hacerla creíble y eficaz para gestión presupuestal.

La leishmaniasis es una enfermedad tropical causada por el parásito de Leishmania, este presenta dos estadios: promastigote y amastigote, siendo este último el causante de la enfermedad en el hospedero mamífero. En estudios previos se ha descrito en Leishmania un estado de quiescencia en el estadio de amastigote. La quiescencia es clínicamente relevante porque permite a los patógenos persistir en el hospedero y reactivar la enfermedad años después de la cura clínica. Por ello, es importante entender este estado en Leishmania.
