The pandemic caused by COVID 19 has accelerated the transition towards an even more digitized economy, and it has further evidenced the need for a new international regulation on a fairer allocation of tax rights for large companies that operate internationally and with a high profiability. While waiting for the recently adopted international agreement within the OECD/G20 Inclusive Framework on BEPS, to be signed, or a Digital Tax is approved in the European Union, Spain has joined the trend followed by other States, approving the Digital Services Tax. This Tax is being critized for its possible incompatibility with International Tax Law and European Law. In this work, we will analyze the essential elements of this tax, we will identify the main controversial issues that its legal regime raises from international and european law, and we will try to answer to them.

An unplanned health care system is like a paper boat carried by a slowly sinking current. In times of disinformation and excessive distraction, investing in better facts on health technology assessment (HTA) will enable more active actions rather than reactive to the market dynamics. This paper aims to raise some reflections on HTA in terms of political context, health technologies and epidemiological priorities. The perspective of HTA is context dependent, intrinsic to its political and institutional articulation. At the moment, the paradox is to maintain a specialized structure in the face of economic austerity policies that reduce health resources, and a scenario of greater interest in raising public funds by the private sector. Particularly in Brazil, HTA will also have to deal with the gradual shift from a universal health system to a minimum portfolio of services offered by the pri...

A study on teaching competencies and curriculum internationalization in a Mexican university is presented. To achieve this, a review of the literature on internationalization of higher education, teaching competencies and internationalization of the curriculum was carried out. The methodological design used was qualitative. First, a content analysis of reports and documents was carried out; subsequently, a survey was applied to the teachers of the University Center of Economic and Administrative Sciences of the University of Guadalajara to learn about their perceptions regarding the internationalization of the university and teaching. It was concluded that in the aforementioned institution, the internationalization of the curriculum is still at an initial stage and it is necessary to promote measures aimed at the institutional internationalization of teaching so that there is an impact o...

This article presents the results of a qualitative research project with an ethnographic approach based on interviews and observation of the work of artisanal fishers in Casma, a small coastal town in northern Peru. It explores the worldview, work techniques, and the changes, difficulties, and challenges faced by this fishing community. The study reveals how fishers perceive the sea as a living entity governed by spiritual norms and ritual practices; Furthermore, the fishers' technical language reflects their experience and the intergenerational transmission of knowledge. All of this allows us to understand how these elements shape a local knowledge that articulates experience, tradition, and adaptation to changes in fishing activity. It also highlights the importance of documenting and valuing this local knowledge as part of intangible cultural heritage

In 2019, the Cuban legal system was shaken by the introduction of a new Constitution which, among other essential transformations, enshrined judicial guarantees of rights. Effective judicial protection made its way into the national legal debate. The judicial and procedural reform of 2021 contributed substantially to this. However, the delimitation of its content is still a pending task. Theoretical studies have much to offer in order to fill this gap. Interpreters, and especially the courts, will have to find in them a solid basis that will allow them to shape its extension. For labour rights, which are particularly imbued with an essential tutelary character, such a task must be complemented by the examination of principles and the way in which they shape procedural institutions and categories. This is the perspective presented in this text, which reflects on the current means of settl...

Loneliness is an affective state characterized by a subjective experience that is accompanied by a negative evaluation of social networks, in terms of the quantity and quality of social ties. In the Argentinean scientific literature, this issue is usually approached from a quantitative point of view, and no studies were found that sought to understand the subjective aspects of this experience in children. Therefore, this study aims to describe loneliness from the perspective of children aged 8 to 12 in the city of Posadas and to analyze childhood loneliness from the the multidimensional model of Hymel et al. (1999) to assess its suitability. A qualitative and descriptive study was carried out. The sample consisted of 34 children aged between 8 and 12 years. With the consent of the children’s parents, semi-structured interviews consisting of four questions about loneliness were conducte...

Health Technologies (HT) are important to make appropriate decisions in the field of health. The need to standardize TS evaluations is highlighted, since there are currently differences in the methods and recommendations used. In addition, the lack of trained human resources to carry out these evaluations is mentioned, as well as the long times they can take. Therefore, it is essential to prioritize the technologies to be evaluated to maximize available resources. In Latin America, the health technology prioritization process presents various barriers, such as the lack of an explicit and formal prioritization process in most countries. These barriers include fragmentation of health services, disagreement among stakeholders, and fear of reduced discretion in decision-making. Despite these difficulties, prioritization processes have been developed based on different methodological framewor...

This research explores the relationship between families with a son having Down syndrome (DS) and the school (F-S) from the point of view of the families and public school teachers in a city of Minas Gerais, Brazil. Two instruments were used: semi-structured interviews and a Checklist to characterize the daily shared routine and the relationship between F-S. For parents, the F-S link is evidenced in the parents-students relationship, while for teachers the F-S link is evidence in the parents-teachers relationship. In the interviews, parents indicate that the F-S relationship is fundamental to foster the development of skills for their children. Meanwhile, teachers consider the F-S relationship significant because it favors the schooling process for children with DS or intellectual disabilities, also adding challenges to establish schools with an inclusive approach.

This study aimed to draw a parallel between instruments assessing marital quality and the way couples conceptualize their relationship quality. Twenty-five couples were interviewed to understand their ideas about a good quality relationship. The interviews were analyzed according to the topics couples presented, which were then compared with the concepts included in the instruments measuring marital quality. Five themes were identified, partially correspondent to the concepts assessed by the instruments. Cultural differences were found in the American instruments regarding the valuation of some themes to the detriment of others. Research with the Latin American population is necessary to understand its particularities and to develop measures in accordance with these specificities.

Jealousy permeates affective relationships, becoming a subjective, relational and sociocultural phenomenon. In an intersectional reading of gender and race, the loving device is pointed out as central to the subjectivation of women. This qualitative research aimed to understand how women name, mean and deal with their own and / or love partners jealousy. Narrative interviews were conducted with 12 women, in hetero-affective relationships, with complaints about jealousy. By content analysis, the categories were organized between received jealousy (Being the “chosen one”; Normal vs. abnormal jealousy; Women´s self-responsibility and Men´s lack of responsibility) and sense (“Risk” of being abandoned, Jealous: from insecure to crazy?; Female rivalry exacerbated by racial and aesthetic dilemmas). Intersectional readings of emotionalities revealed how jealousy interpellates gendrized...

This article presents and distinguishes measures that were traditionally all located within the precautionary genre, but that in recent years have attempted to be identified with greater precision. The distinction between these measures is relevant, among other reasons because their requirements are not identical, not all of them are admitted in the same cases and the procedure to adopt them must be different, for clearly justified reasons. The topic is approached in an exploratory manner, based on the selection of the Peruvian and Uruguayan systems.

This paper aims at addressing the protection of women during armed conflicts in International Law, taking into account the different roles that women can have in these contexts as well as the differentiated impact of armed conflicts on women. For this purpose, the author discusses first the notion of violence against women and its diverse manifestations during armed conflicts. Secondly, the author analyses International Humanitarian Law’s provisions designed to protect women, as well as the criticisms and limitations of said regulation. Lastly, the article presents contributions made by other branches of International Law, such as International Criminal Law, International Human Rights Law and the work of the United Nations Security Council, considering that not only do they complement International Humanitarian Law, but also allow to widen the scope of protection awarded to women in ar...

This study sought to determine the relationships between Future Time Perspective, Self-Care Behaviors, and Mental Health, and to compare the results based on the adolescents' sex. A total of 181 adolescents participated and answered three questionnaires measuring each of the variables involved. The results of the structural model suggest that Future Time Perspective influences self-care behaviors, which impact mental health. Significant correlations were found between Future Time Perspective and self-care behaviors (r = 0.47, p < 0.001) and mental health problems (r = -.20, p < 0.001), as well as differences based on the adolescents' sex in self-care behaviors (t = 2.09, p < 0.05). The findings of this study contribute to the literature on mental health in adolescents with theoretical and practical implications, establishing an empirical model that links future time perspective ...

Following the perspective of the General Strain Theory (GST), this work explored the relationships between stressful experiences for adolescents, in the family (aggression and problems with the police) and at school (bullying), anger, self-control, and antisocial behaviors. Participated in the study, 102 students, 13 to 16 years old, from public schools in a city in the interior of São Paulo state. They answered five questionnaires. Descriptive analysis and simple and adjusted logistic regression were performed. Having committed school violence, having anger as a trait, and having lower self-control seem to interact and foster the conditions for antisocial behavior. Further studies, with larger and diverse samples, should continue to explore the TGT model, including context variables, which may modulate the focused relationships.

A semiotic perspective that reconsiders the relationships between symbols, their mediation with language, and their nature is currently of interest in science. The aim of this study was to examine how symbolic mediation occurs by employing the epistemology of concepts as an analytical strategy. The design was a systematic scoping review based on, on the one hand, Charles Peirce's semiotic theory and, on the other hand, a discourse analysis through the conceptual parameterization of a symbolic corpus extracted from the cultural context of Peruvian society. The analysis relied on the concept of habit from Peircean semiotics to overcome traditional views on symbolization and thus explore the applicability of symbols in differentencoding systems. The results rejected the dominant concept of symbolic arbitrariness, as it was determined that symbols in contemporary Peruvian society depend on h...
