This article is studied the optimal control of distributed parameter systems applied to an environmental pollution problem. The model consists of a differential equation partial parabolic modeling of a pollutant transport in a fluid. The model is considered the speed with which the pollutant spreads in the environment and degradation that suffers the contaminant by the presence of a factor biological inhibitor, which breaks the contaminant at a rate that is not dependent on space and time.Using the method of Lagrange multipliers is possible to prove the existence solving the problem of control and obtaining optimality conditions for optimal control.

The aim of this study was to determine the importance of stray dogs by the local governments of Metropolitan Lima and to identify the proposed control plans. The descriptive study involved 32 of the 43 municipalities of Metropolitan Lima that agreed to participate. The survey model carried out by the OIE regarding the control of dog population was used. In general, 90.6% (29) considered stray dogs a problem in their district, uncontrolled reproduction being the most serious problem. In addition, 58.6% (17) indicated that the municipality did not have a plan to address the problem, while 31% (9) had a plan and 10.4% (3) did not but were carrying out activities to address it. These conditions are established by the principle of the Pontryagin maximum, as a necessary and sufficient condition. The paper analyzes how the strengthening of the Executive Branch has allowed the government to assume legislative functions that traditionally corresponded to the Legislative Branch, which has led to an increasingly active presence of the Executive in the field of normative production. In this regard, it is noted that the 1979 Constitution contemplated the delegation of legislative powers to the Executive, but the experience of the 1980s revealed deficiencies in the regulation and supervision of this delegation. The author mentions some examples in which the Executive dictated norms in matters such as organic laws, tax and criminal legislation, arguing that certain areas should be reserved only to the Parliament. Therefore, the paper proposes greater parliamentary control and the need to respect constitutional limits to avoid abuses in the use of these powers.

The author analyzes the problem of the application of life imprisonment in the crime of rape of minors, provided for in Article 173 of the Peruvian Criminal Code. He considers that although the Peruvian Supreme Court and Constitutional Court have reaffirmed its constitutionality, in the face of exceptional situations that arise in each particular case (grounds for reduction of punishability, procedural bonuses and personal circumstances of both the victim and the aggressor), the criminal law has not provided for the possibility of reducing the penalty to limits below the legal minimum, which in many cases has led to the legal operator of lower instances, despite such assumptions, to impose disproportionate penalties, far from the principle of guilt. The Achenbach Inventory of Behavioral Problems (test/retest reliability = 92) was administered to 908 adolescents in Lima, aged from 11 to 18 years, 621 coming from the control group (normal) and 287 from the experimental group (clinical group with divorced parents). Results showed that the experimental group exhibited significantly higher scores (T ? 70) than the control group (T < 60), the former reaching pathology level indicators. Moreover, a non-significant tendency to obtain higher T scores is more observed in females than in males. From the study results we can state that the Achenbach Inventory is a valid instrument for a screening process of children exhibiting behavioral problems that require psychological or psychiactric intervention in Peru.

This article deals with the effect of Problem Based Learning (PBL) in the development of the emotional intelligence of first-semester students in a private university in Lima. To achieve this purpose, an applied research was carried out, using the experimental method (quasi-experimental design), given that the independent variable (PBL) will be manipulated so that it produces an effect on the dependent variable (Emotional Intelligence), which will be measured. The Polya method is presented as a solution to this serious situation, which assures that if its four steps are considered, better results will be obtained than the traditional method of teaching mathematics. The aim of the present study was to observe if there are differences in the level of the burnout dimensions between teachers who have experienced symptoms or health problems in the last year and those who have not  in a sample of 223 teachers working in educational institutions (elementary school level). Participants completed the Maslach Burnout Inventory (MBI) in its teachers’ version, and a sociodemographic survey. Objective. To determine the effects of modular teaching in the development of Mendelian genetics problem-solving competence in students of Agronomic Engineering at Universidad Nacional Hermilio Valdizan of Huanuco. Methods. Research approach was quantitative, explanatory level, with a quasi- experimental design. It included equivalent groups: Control with expository teaching. Experimental with modular teaching. Each with a sample of 23 students. 16 indicators were evaluated for three dimensions: cognitive, procedural and attitudinal. Students T test and Wilcoxon test were used to validate the hypothesis at p <= 0.05. Results. Cognitively, students who received modular education obtained an average of 14 and 52.1 % corresponding to a good and excellent level.
