The author analyzes the problem of the application of life imprisonment in the crime of rape of minors, provided for in Article 173 of the Peruvian Criminal Code. He considers that although the Peruvian Supreme Court and Constitutional Court have reaffirmed its constitutionality, in the face of exceptional situations that arise in each particular case (grounds for reduction of punishability, procedural bonuses and personal circumstances of both the victim and the aggressor), the criminal law has not provided for the possibility of reducing the penalty to limits below the legal minimum, which in many cases has led to the legal operator of lower instances, despite such assumptions, to impose disproportionate penalties, far from the principle of guilt. It is important and crucial to begin in a committed way to face the different ocular diseases chronologically framed according to statistical, epidemiological and demographic studies in each region of the country to improve the level of attention of the population.This would lead to the formation of multidisciplinary teams that work inter-sectorally to combat the prevailing pathologies of eye problems: in neonates such as Retinopathy of Prematurity (ROP), Retinoblastoma, visual defects and amblyopia of childhood and adolescence; infectious and degenerative conditions of the ocular surface such as pterygium, an important cause of blindness, various types of conjunctivitis and corneal ulcers that compromise vision; and in the elderly, glaucoma, cataract and retinal, macular and vitreous problems associated with systemic, metabolic and degenerative diseases.

A central concern of the Archbishop of Mexico José Lanciego Eguilaz was the deficiency that the Indians had in the knowledge of Christian doctrine, considering that this endangered the salvation of their souls. The Tridentine Church and the provincial councils entrusted this task to the priests, who, however, did not always fulfill it. Then, the archbishop issued short and medium-term measures to solve the problem: decrees for each parish or doctrine, reinforcement in the training of future priests and a parish reorganization. In this way, the prelate dedicated himself to improving the parochial instances for a better teaching of the doctrine to the Indians.

El Problema “Traveling Car Renter Salesman Problem” (CaRS), es una generalización del clásico Problema “Travelling Salesman Problem” (TSP), donde su recorrido de visita se puede descomponer en caminos contiguos que se pueden recorrer con diferentes autos de alquiler. El objetivo es determinar el circuito hamiltoniano que resulte en un costo final mínimo, considerando la penalización pagada por cada cambio de vehículo en el recorrido. This work investigates the Feasible Direction Algorithm using interior points applied to the Mixed Nonlinear Complementarity Problem and some applications. This algorithm is based in Feasible Directions Algorithm for Nonlinear Complementarity Problem, which is described briefly. The proposed algorithm is important because many mathematical models can be written as mixed nonlinear complementarity problem. The principal idea of this algorithm is to generate, at each iteration, a sequence of feasible directions with respect to the region, defined by the inequality conditions, which are also monotonic descent directions for one potential function. Heart failure with preserved ejection fraction (HFpEF) is a frequent and overlooked medical condition that represents a great challenge for diagnosis and treatment. Current data shows a temporal trend towards a higher prevalence of HFpEF, even above heart failure with reduced ejection frac- tion (HFrEF). The pathophysiology of HFpEF is heterogeneous and involves several factors such as genetics, lifestyle, and cardiac and non-cardiac comorbidities. These factors result in remodeling, maladaptation and cardiac stiffness, that later on cause dyspnea, exercise intolerance, and fatigue. Although the mortality outcome of HFpEF is as high as HFrEF, no speci c therapy has demonstrat- ed overall bene t in these patients; which is why future therapies will bet on an individualized approach according to the patients phenotype.

Objective. To determine the effects of modular teaching in the development of Mendelian genetics problem-solving competence in students of Agronomic Engineering at Universidad Nacional Hermilio Valdizan of Huanuco. Methods. Research approach was quantitative, explanatory level, with a quasi- experimental design. It included equivalent groups: Control with expository teaching. Experimental with modular teaching. Each with a sample of 23 students. 16 indicators were evaluated for three dimensions: cognitive, procedural and attitudinal. Students T test and Wilcoxon test were used to validate the hypothesis at p <= 0.05. Results. Cognitively, students who received modular education obtained an average of 14 and 52.1 % corresponding to a good and excellent level. The present paper treats about the juridical nature of prescription in administrative sanctioning law and the treatment that it receives in the composition of administrative liability of civil servants. In this context, the paper proposes a typology of prescription period of the administrative disciplinary procedure of the Civil Service Law, analyzing the main issues that each of them present, and makes some proposals of normative improvement that allows these periods to be protective for accused servants and also for Public administration.

The aim of this study was to determine the importance of stray dogs by the local governments of Metropolitan Lima and to identify the proposed control plans. The descriptive study involved 32 of the 43 municipalities of Metropolitan Lima that agreed to participate. The survey model carried out by the OIE regarding the control of dog population was used. In general, 90.6% (29) considered stray dogs a problem in their district, uncontrolled reproduction being the most serious problem. In addition, 58.6% (17) indicated that the municipality did not have a plan to address the problem, while 31% (9) had a plan and 10.4% (3) did not but were carrying out activities to address it.
