This article explores and documents the incidence of the use of Twitter in the call for citizen participation by the main institutions and governmental figures of Cuba and Spain, in a period covering the daily life before the COVID-19 pandemic and the first months in which the disease hit the life of both countries. A quantitative methodology is used for the analysis, which will allow to compare the behavior of both governments, in terms of modernization of public authorities and the incentive for the population to get involved in the communication strategies established in social networks. In the last fifty years, a significant number of Latin American countries have faced periods of massive violations of the human rights of their respective populations, whether in dictatorial regimes, during internal armed conflicts, or in the fight against organized crime (Mexico). One of the tragic consequences of these contexts is the practice of mass disappearances of people, mainly by state agents, but also by non-state armed actors. The complaints raised by relatives of the disappeared and human rights organizations have had the effect of generating obligations for States related to the determination of the whereabouts of the disappeared. This research uses the Actor-Network Theory toolbox to open the black box behind the Pasco’s Proyecto Integral de Agua Potable Project collapse, an ambitious public infrastructural intervention caused by both local pollution conditions and the lack of water resources. We worked with a qualitative methodology focused on process tracing through the analysis of multi-sited narratives about humans and non-humans. Non-participant observation, documentary analysis, and anonymous semi-structured interviews with fourteen spokespersons of the project were used. The results suggest that the project collapse was caused by the fragility of the alliance system since the spokespersons were unable to centralize the management of the Local Implementation Network or translate the sociotechnical controversies around water, given its multidimensional nature.

The limited use of military infrastructure has contributed to the inescapable interest of the private sector for real estate development as these are considerable land extensions immersed in the urban fabric. The Brexit referendum is a good example of the particular vulnerability of the European project when fighting disinformation. Therefore, EU institutions have developed a series of initiatives throughout 2018 to define a European strategy to counter disinformation that emphasizes the responsibility of social networks in reporting false content. Este reporte de caso monográfico busca dar a conocer la poética teatral de Bertholt Brecht a quienes no la conocen, y ofrecer otras perspectivas a quienes ya se le han acercado. A partir de Massimo Castri, Bertholt Brecht, Luis de Tavira y la experiencia de algunos intérpretes teatrales, se analizan las características del perfil actoral del teatro épico-dialéctico y, bajo esa óptica, el trabajo particular de la Compañía Nacional de Teatro (México) en su puesta en escena de El círculo de cal. Es así como el trabajo persigue explicar esta teatralidad a quienes no están familiarizados con el teatro de Brecht y también abrir otras perspectivas a sus conocedores.

This monographic case report seeks to make Bertholt Brecht's theatrical poetics known to those who do not know, and offer other perspectives to those who have already approached. Based on Massimo Castri, Bertholt Brecht, Luis de Tavira and the experience of some theatrical interpreters, the characteristics of the acting profile of epic-dialectical theater are analyzed and, from that perspective, the particular work of the National Theater Company (Mexico) in his staging of The Circle of Lime. This is how the work seeks to explain this theatricality to those who are not familiar with Brecht's theater and also to open other perspectives to its connoisseurs.

This work is an investigation on the agency of non-human entities, in particular, of technology, through the case study of the community of collectors of CryptoPunks cryptoart. This undergoes a literature review on topics such as philosophy of technics by Simondon, Actor-Network Theory, assemblage theory by DeLanda, and accelerationism, which converge operationally in a relational view of what actants can do within an assemblage, and how cultural mutations enabled by technology are functional as vectors of acceleration for the creation of contemporary subjectivities, that are put forward to immanently overflow technocapital. The study concludes with the difficulty and complexity in localizing the agency of technology if cybernetic culture and the slavery it undergoes is not taken into account.
