This article analyzes the differences in the design and implementation of electronic personal surveillance (EPS) policies in Peru and Colombia, from their first attempts in 2007 to date. Using a comparative political analysis approach, it explores the factors that explain the gap in outcomes, despite the adoption of similar policies. The article uses the theory of policy transfer as a differentiating element: Colombia implemented its policy progressively, relying on pilot projects and making adjustments to the original design according to the results. Peru, on the other hand, in trying to replicate Colombia's initial success, opted for a national implementation without pilot stages, which resulted in a much more limited impact. The Brown Vialetto Van Laere Syndrome (BVVLS), also known as Riboflavin Transporter Deficiency, is an autosomal recessive neurodegenerative disorder that is infrequently observed. This condition is associated with mutations in the SLC52A2 and SLC52A3 genes, which code for the riboflavin transporter.Clinically, it is characterized by progressive ponto-bulbar palsy and sensorineural hearing loss. We describe the clinical presentation of a 1 year and 10 months old boy diagnosed with BVVLS. This patient experienced progressive ponto-bulbar palsy, respiratory compromise, and sensorineural hearing lossbut showed a positive response to the treatment implemented. This article examines the process of the progressive implementation of the new Criminal Procedural Code approved in 2004 in Peru, emphasizing the analysis of the content and scope of its article 18, which establishes the limits to the ordinary criminal jurisdiction for the knowledge of punishable acts, based on the constitutional recognition of the denominated indigenous special jurisdiction or communal jurisdiction established in article 149 of the Political Constitution of Peru of 1993, which ultimately raises various issues between the communal jurisdiction and the legal recognition of the attribution to solve conflicts by the peasant rounds, as well as the generation of potential factors of competence conflict between the ordinary criminal jurisdiction and the communal justice.

This essay approaches the work of Peruvian- Dutch documentarian Heddy Honigmann by analyzing two of her films Metal and Melancholy (1994) and Oblivion (2008), both set in Lima and centered on the precarious survival of its subjects. The text proposes to interpret each documentary’s visual language as the embodiment of what could be conceptualized as an «aesthetics of decomposition», thatis, the on-screen placement of objects undergoing a process of decay. I argue that, by pointing the camera toward these, the director exposes the economic and political circumstances that led to the gradual disintegration of individual and collective life conditions, as well as the erosion of the benefits previously enjoyed by middle class populations in Peru.
