Este artículo examina la cultura organizacional del Jurado Nacional de Elecciones (JNE) desde una perspectiva interpretativa, explorando cómo se configura simbólicamente la institucionalidad en un contexto de presión política y fragilidad democrática. A través de un estudio de caso cualitativo, se identifican patrones centrales como la teatralización institucional como mecanismo de legitimación simbólica, los ciclos de incertidumbre como categoría emergente que desestabiliza la organización, y la disonancia entre los discursos institucionales y las prácticas cotidianas. Peruvian voters abroad have participated for 36 years in domestic elections. This community has a political and economic agenda which is not represented in the Peruvian legislature. The Peruvian political elites neglect that the current institutional design disregards this group. Peruvian voters abroad have a particular set of offers and demands related to the migrant reality. This article analyzes the political engineering of the representation of voters abroad in the Peruvian electoral design and compares it to other political scenarios. The Peruvian legal system includes two autonomous institutions: the National Election Jury and the Constitutional Court. However, the Act 28642, approved by the Peruvian Parliament and supported by the electoral entity, prevents constitutional processes from being initiated against decisions made by the latter. The author suggests that this situation could lead to scenarios of autarchy, where the JNE acts without supervision, what affects the balance between powers. In this framework, the author proposes analyzing the problem from the general theory of constitutionally autonomous agencies. This paper aims to establish that although agencies are autonomous, they cannot remain completely disconnected from each other. Therefore, mechanisms must be created to allow for a relationship between them while avoiding autarkic scenarios without control.

Electoral processes are one of the most important pillars of democracy. Transparent, fair and representative elections are the basis of the Western democracies. However, holding electoral processes does not necessarily guarantee the establishment and exercise of the democracy. Elections based on intimidation, threats, insecurity, fear, violence, harassment, fraud, vote buying, abuse, manipulation and exploitation of vulnerable conditions are threats to democracy and an expression of the exercise of corruption. This article presents a contribution to the approach when with political parties at the sub-national level. After the political parties crisis of 1989-1993 the Peruvian political system was reconfigured. Within this framework, regional and municipal elections were held (2002-2014) and showed how regional movements became hegemonic electoral actors at the subnational level. However, these elections also exhibited a high party volatility, both for regional and national parties. Thus, the present work seeks to rethink our approach to the Peruvian party system and democratic institutionality, assuming that instability is its essential characteristic and, from this, to understand democratic consolidation under this scenario.

We are going to develop a theoretical frame to understand the role that campaigns would have in a context of political malaise. Considering the multidimensionality of the discontent, we are going to conceive the disaffection like the component more related with what Putnam & Goss called ‘the previous conditions for an effective democracy’. Taking into account the results of other studies surrounding the democratic effects of the campaigns, we will suggest that the electoral advertising could help us to improve the civic sense of the citizens from an attitudinal dimension, strengthening our democracies.

Fact-checking journalism has progressed worldwide and has a greater impact on public debate. This article raises a thought focused on the epistemological challenges and dilemmas of fact-checking journalism to achieve the triple objective of this new journalistic genre to be fulfilled: ensure the veracity of the information disseminated on social networks and platforms, address scrutiny of power and transform the information in knowledge assumed by the citizens. Through the analysis of the methodology of Latin American Spanish-speaking fact-checking media, several issues related to the verification, dissemination and reception process are discussed. Likewise, the citizen's role in the fact-checking journalism process is analysed as well as the data dissonance in the two main fact-checking lists (International Fact-Checking Network and the Duke Reporter's Lab).
