This article arises in view of the objective need to determine what are the causes why the Peruvian university, in general, is facing the current crisis that can be perceived as a product of the lack of application of a good part of the scope established in the National Strategic Plan regarding the university and its operation. This lack of application is what has resulted in the conditions that are seen within the problematic of university education, trying to explain it in the best way to understand this conflictive situation. The general conclusion is aimed at determining guidelines that lead to understand the underlying problem and to be aware of the need for competent authorities to act on the aforementioned crisis in order to seek to reverse the current situation that is occurring.

This article have the purpose of analyze the effects of Covid-19 in the public education in Lima Metropolitan. First, a general overview of the effects of the pandemia in different educational stakeholders and the differents challenges that they have taken up. From 9 interviews made principals, vice-principals, and teachers of the capital of the country, is possible to conclude that the connectivity problems coupled with a lack of adequate equipment for virtual clases, has increased inequality in access to education at all educational levels. Further, we have to highlight the psychological effects of the pandemic, essentially with emotional problems in the persons involved.

The author aims to study the implementation of the theoretical analysis of cooperation as the most fruitful fundamental basis of education for achieving high results, identifying the subjective and objective circumstances of the influence of the cooperation skills development level on the success of teaching younger students. An integrated approach to studying the problem was the leading method that made it possible to consider this issue in three aspects: from the side of primary schoolchildren, primary school teachers and principals, and head teachers of educational institutions. Currently, the implementation of support and ensuring the development of small and medium-sized businesses in the Russian Federation is one of the most important tasks of the state. The primary task of state tax regulation is to ensure such a mechanism for taxing the activities of small and medium-sized businesses, in which, on the one hand, the optimal level of tax burden is ensured, and on the other hand, there are stable and predictable tax revenues to the budget system. One of the tools of tax regulation are special tax regimes that provide support and development of small and medium-sized businesses, simplify the mechanism of taxation and tax administration, and optimize the tax burden. One of such special tax regimes is the patent taxation system.

Recent international evaluations regarding educational level have revealed that Peru is in the rankings of countries with the lowest performance in various subjects, including mathematics. The Polya method is presented as a solution to this serious situation, which assures that if its four steps are considered, better results will be obtained than the traditional method of teaching mathematics.
