An innovative health technology (IHT) should be understood as a new technology that is better in its benefits than the status quo in the local health system. The additional benefit that the IHT means must refer to relevant outcomes for a society based on complete best quality scientific evidence. This proposed definition of IHT then highlights the social value of a health technology, which can be made explicit through that methodological tool, increasingly used globally, called health technology assessment. This approach can help governments, from an ethical and economic perspective, to ensure a more efficient distribution of resources and public budgets for rapid and equitable access of the population to IHT. This article proposes and supports the implementation of this definition of IHT in the decision-making processes in health in the Peruvian context.

The global expansion of capitalism has transformed, from the industrial revolutions of the eighteenth and nineteenth centuries, the logics of extraction, production and marketing of goods. With the arrival of neoliberalism and with the objective of maximizing profits and the accumulation of capital, the rhythms of the productive model have accelerated until putting in a close horizon the definitive exhaustion of resources. In this sense, the need to maintain constant supply of products to the market has fostered the research and development of new technologies, which become essential for the exploitation of strategic natural resources, consolidating a neoextractivism that is ravaging the peripheral economies. In recent years, hydraulic fracturing or fracking has become the most widely used technique for the extraction of hydrocarbons in so-called unconventional deposits. However, the env...

In this paper, we consider the two main causation mechanisms characterizing Marxian theory: the one running from productive forces to relations of production (Marx I) and the other moving in the opposite direction (Marx II). We argue that Marx did not achieve a satisfactory integration of the two mechanisms and that he failed to point out how multiple technological institutionalpaths may stem from the cumulative interactions between relations of production and productive forces. In spite of many important analytical insights, NIE has exacerbated the primacy of technology and productive forces, which characterized «Marx I». After NIE, the analysis of thecomplex relations between «Marx I» and «Marx II» can still help to extend the scope of institutional theory and, in particular, its application to the comparative analysis of models of capitalism coexisting in the global economy.

This article aims to explore the implementation of distance education in Peru. To this end, we propose to make a theoretical approach to the concept of distance education. This is where two concepts emerge that will be key to the implementation of distance learning: virtuality and technologies. Both are vital for distance learning. However, considering certain structural, social and economic aspects, it will be appreciated that, although distance education requires certain minimum socio-economic conditions in order to be viable, its implementation in Peru has omitted this, implementing distance education without considering them; this has caused many students at primary, secondary and university levels to be forced to leave their studies due to lack of financial resources. Faced with this, the need for an inclusive distance education emerges; therefore, methodologically we will make a th...
