The article presents a comparative (comparative) analysis of social models of anti-corruption and corrupt practices in the global and European dimensions. The basic models of anti-corruption are identified and analysed: the first model, vertical, where the impact on the spread of corruption and corrupt practices is carried out vertically, which is based mainly on repressive (harassment, criminal liability) mechanisms, strict legal sanctions and social control; the second model is horizontal (model of systemic elimination of corruption factors), which provides for the use of repressive methods, social control and preventive mechanisms related to public involvement, formation of "anti-corruption" imperatives in society, high level of legal culture and social responsibility based on democratic principles structure of social life.

This paper examines the anti-terrorist strategy developed by Peru from the paradigm of the constitutional rule of law. One expression of this counter-insurgency fight was the nearly permanent establishment of states of emergency and the adoption of criminal emergency laws, which are critically analyzed, because they led to serious results on fundamental rights. In that sense, it is shown, with severe concern, the establishment by the Peruvian Government of legal “black holes” and “gray holes” at the expense of victims of enforced disappearance. The author concludes by assessing the position of the courts and the challenge they have in elaborating a democratic and constitutional model for combating terrorism.

This article analyses how the concept of citizenship is addressed in 15 Peruvian cybermedia platforms and how Internet users use this term on the basis of the information published, in order to know the semantic coincidences and differences in media and public agendas. This research was carried out using a mixed method which combines the classical analysis of news’ content, computer analysis of users’ comments and interviews. Among findings validated by media journalists, the little attention paid by platforms to citizens is highlighted, as well as the divergence between the approaches of the senders and users. Some solutions to the abovementioned misunderstanding in this field of unquestionable public interest that affects both public debate and the development of citizens who are aware of their roles in society are proposed.
