In the last few months, the anguish of the peoples of the provinces to find a solution to the problems derived from the current Lima centralism has been clearly seen. The different assemblies and popular fronts in the departments of Loreto, Cusco, Ayacucho, etc., are social manifestations of a problem in the constitution and nature of Peruvian society.

Besides, I research the regionalization process established in the 1979 Constitution, especially, during the last decade. This period is caracterized by democracy restauration, the renewal of regionalization process and the reactivation of social conflicts.

Inequality is one of the historical problems of the modern world, its regions and countries. The various forms and levels of inequality are showing how disturbed are the interdisciplinary discussions of current social development. From different perspectives inequality is addressed by UNDP, ECLAC in our region, OXFAM in their national, regional and global reports on inequality, wealth, poverty and the environment. The book “The Capital in the Twenty-First Century” by Thomas Piketty analyzes the historical inequality and proposes the estate tax, inclusive education and social security. The transition of the Peruvian political system to decentralization has uncovered a number of factors that condition national development although by bringing the State closer to the people, the contrary should be expected. These elements underlie the existing culture of government and the ordinary citizen’s so that despite specifi c opportunities to foster development, they are not revealed in human development indicators but only on economic indicators. One of these elements is the natural reaction to changes in the power structure existing inside the centralist system that have been revealed by the slow transfer of competencies from the central to the sub-national governments. Another such element is the limited ability of sub-national governments that fail to respond to the challenge of demonstrating better competencies to address the citizens’ demands.

The study of cookbooks is of the greatest importance to understand the evolution of a cuisine. In Peru, the recipes published in the 19th century are scarce. With more than 300 recipes, the manuscript Copia de comidas para el uso de la señorita Isabel Gertrudis Alfaro, dated in Huancayo in 1897, is significant because it presents a wide selection of recipes that includes appetizers, soups, main dishes, desserts and drinks; among which about twenty Andean foods are original, and whose coding is documented for the first time. Objective: To demonstrate that the Ilo province, not being capital, centralizes private investment, employment and added value; more than in other 19 districts of Moquegua region in the period 2001 – 2019. Method: It is a basic, explanatory, non-experimental study, the economic censuses of 2001 and 2008 are analyzed data from the Central Reserve Bank of Peru, the National Institute of Statistics and Informatics and the statisticians R, R2, and ANOVA were applied, in the SPSS 25 and Eviews 10 Software. Results: Ilo in 1940 had 1656 inhabitants and 66,876 in 2018, in 78 years it has multiplied by 40. The number of banks is higher than in 18 districts. At the 2008 economic census, the province of Ilo concentrated the largest number of companies, jobs, assets and assets; after 2008, this concentration has increased in relative terms, not absolute though. In this essay I analyze problems of our society that are initiated from the Republic and their roots in colonialism. The centralism of Lima is the classic expression to the extent that high percentage concentrated in the centers of finance and marketing, health, education and hinders the development of the country. This generates the migration to Lima and then to mid-sized cities. Hence the urgent need to transverse regionalization.

Peruvian centralism extends social and economic inequalities and the urban and regional disparities as well as increase the income disproportions compared to other countries. It is also important to note that the development model and type of centralist state in the twentieth century have seriously impacted the disintegration, inequality and migration from the provinces.
