Identifica los vínculos que los alcaldes mantienen con los grupos movilizados a lo largo de sus trayectorias; y de qué manera estas relaciones condicionan sus posiciones durante el conflicto minero. Indica las consecuencias de estas posiciones en dos planos del gobierno municipal: en la legitimidad de los alcaldes y en la eficacia de sus gestiones municipales. Para ello analiza dos casos particulares: Celendín (de político independiente a alcalde pro-minero) y Deán Valdivia (de agricultor a alcalde anti-minero).
