Este artículo se centra en la historia del Congreso del Perú en las décadas de 1860 y 1870. El objetivo principal del estudio es ubicar al Congreso dentro de los grandes conflictos políticos de la época. Demostrar que no solo sirvió como plataforma para el debate político, sino que también constituyó un espacio importante para la formación y consolidación de las facciones y partidos políticos. This article analyzes the rise of the Civil Party before the War with Chile. It studies the outstanding characteristics of the limanian bourgeoisie from which the party arose, as well as the role of the congress, elections and the presidency of Manuel Pardo. Thanks to unified voting patterns the party managed to outweigh the opposition in congress. Elections, which were held every two years, also required a common effort on the part of the civilists. In spite of its efforts, the party did not carry out any important reform during Pardo’s presidency. Finally, the article explains the elitist social composition of the party and its eminently limanian characteristics.

El objetivo principal de la presente investigación fue determinar los factores causales de la viabilidad legislativa en el Congreso peruano mediante la implementación de un modelo de inteligencia artificial. Se buscó establecer la causalidad de dichos factores a través del análisis de datos legislativos. Se empleó un enfoque cuantitativo con un diseño cuasiexperimental, analizando los proyectos de ley presentados en el Congreso peruano entre 1995 y 2016. Para el análisis, se aplicaron tres algoritmos que fueron seleccionados por su capacidad para identificar patrones y relaciones causales. La recolección de datos se basó en fuentes documentales del portal oficial del Congreso de la República.
