El COAR funciona mediante la modalidad de colegio internado, fue creado por el Ministerio de Educación del Perú (MINEDU) en el año 2009 con la finalidad de brindar todas las comodidades de aprendizaje y la enseñanza del más alto nivel a los alumnos más sobresalientes que han estudiado en escuelas públicas hasta el 2do año de Secundaria. En el Perú, el planeamiento del gobierno consiste en establecer un COAR a nivel regional; por su parte, Lima cuenta con un COAR ubicado en el distrito de Chaclacayo, el cual se ha instalado de manera provisional, y sin contar con el programa, instalaciones y demás características que demanda el gobierno para la creación de esta escuela pública secundaria. Por ello, en mi presente trabajo, planteo la realización de este proyecto, tomando en cuenta las demandas y necesidades del MINEDU, y de los usuarios que formaran parte del COAR en Lima.
