Durante este proceso se identificó que la problemática urbana de Breña está caracterizada por la fragmentación del distrito y falta de identidad con la comunidad. Sumado a esto, se evidencia la deficiencia de áreas verdes, espacios públicos, equipamientos culturales y deportivos, generando a nivel social, inseguridad ciudadana, pandillaje, drogadicción y delincuencia juvenil. En este sentido, el proyecto "Centro de Desarrollo Juvenil", pretende renovar la identidad de Breña, articulándose entre la Av. Aguarico entre los lotes del vivero municipal, frente a la G.U.E. Mariano Melgar, con el propósito de ser un lugar de encuentro social, aprovechando la conformación de un edificio permeable que integre nuevos espacios públicos del distrito. Asimismo, funcionalmente el proyecto permitirá fomentar actividades culturales, deportivas y de orientación juvenil, también integrará el vivero municipal generando un aumento sostenible en su producción, e interactuar con la comunidad. Influenciando directamente en la disminución de la inseguridad ciudadana y el desarrollo sostenible del distrito.
