Dado el desarrollo industrial que se presenta en esta ciudad se genera un proceso migratorio significativo de los pobladores del Bajo Piura, siendo en su gran mayoría mujeres, y madres solteras, que entran a trabajar a fabricas teniendo un horario extenuante el cual no les permite tener un cuidado parcial de sus hijos dejándolos solos en cuartos alquilados o encerrados en sus hogares expuestos a muchos peligros, en algunos casos sin educación pues las familias no cuentan con recursos económicos, además del incremento significativo de los índices de violencia hacia los niños durante los últimos 5 años y los peligros de abandono a los que están expuestos los menores, generando de esta manera, una preocupante situación para el desarrollo de esta ciudad. Debido a lo expuesto se pretende dar una solución a la prestación de servicios asistenciales para menores para la ciudad de Paita, mediante una propuesta arquitectónica enfocada a la función de dicho centro y a la demanda de la población.
