Esta carencia ha generado una brecha significativa entre la oferta cultural y la demanda creciente de una población joven y adulta que busca nuevos formatos de aprendizaje y participación ciudadana. El objetivo principal de esta investigación es proponer un proyecto arquitectónico inclusivo que integre criterios de accesibilidad universal y principios de la neuroarquitectura, fomentando experiencias espaciales estimulantes y cognitivamente enriquecedoras. La metodología incluyó el análisis normativo nacional e internacional, el estudio de la situación actual de los equipamientos culturales en Trujillo y la evaluación de estándares de diseño aplicables a una mediateca contemporánea. La propuesta incorpora tecnología avanzada —como salas inmersivas y espacios interactivos— y responde a las necesidades locales de forma integral. Se concluye que este equipamiento no solo fortalece el tejido urbano y cultural del distrito, sino que promueve el acceso equitativo al conocimiento, contribuyendo a una ciudad más democrática, resiliente y preparada para afrontar los desafíos educativos y culturales del siglo XXI.

The current situation reflects a critical cultural deficit, driven by deteriorating infrastructure, outdated library systems, and minimal public investment in knowledge-oriented facilities. This gap affects a growing segment of the population—primarily youth and adults—seeking modern and inclusive environments for learning and community engagement. The main objective of this research is to propose an architectural project that integrates principles of universal accessibility and neuroarchitecture, enhancing user experiences through inclusive and cognitively stimulating spaces. The methodology involved a normative analysis based on national and international standards, a review of existing cultural infrastructure in Trujillo, and the application of design strategies tailored to contemporary media libraries. The architectural proposal includes technological features such as immersive rooms, virtual reality areas, and interactive zones.
