Asimismo, tiene como objetivos específicos: evaluar los procesos para el monitoreo del plan operativo institucional de la MPSM, determinar el sistema de información para el monitoreo de las metas establecidas en el plan operativo institucional de la MPSM y analizar la influencia del sistema de información en la mejora del monitoreo del plan operativo institucional de la MPSM. Para el desarrollo de la propuesta se emplearon diferentes metodologías, entre las cuales, para el levantamiento de información se utilizaron las técnicas de observación directa, encuestas, entrevista a los grupos responsables del monitoreo, así como la revisión y evaluación de documentos. Además, para el desarrollo del Sistema de Información (SI), se estudió el proceso (recolección, procesamiento y comunicación) concerniente al monitoreo del POI, con lo que se logró diseñar e implantar una solución acorde a las necesidades. Por otro lado, para automatizar el SI se desarrolló un aplicativo web, el cual fue construido utilizando la metodología RUP con el fin de garantizar la calidad del sistema. Como resultado de la implementación del Sistema de Información para el Monitoreo del POI de la MPSM tenemos: la frecuencia de monitoreo pasó de realizarse una vez al año (julio), a ser de manera mensual, y así detectar a tiempo las acciones que contribuyan a lograr las metas establecidas, además se redujo un 99,98 % el tiempo para conocer el grado de avance del POI. Asimismo, las áreas monitoreadas disponen de información del grado de avance de sus actividades operativas asignadas, con el fin de generar un proceso de retro alimentación entre lo planificado y lo ejecutado, conllevando a la toma de medidas correctivas oportunas. Con lo cual, podemos concluir que el sistema de información mejoró el monitoreo del plan operativo institucional de la Municipalidad Provincial de San Martín.

Likewise, it has as specific objectives: to evaluate the processes for the monitoring of the institutional operative plan of the MPSM, to determine the information system for the monitoring of the goals established in the institutional operative plan of the MPSM and to analyze the influence of the information system in the improvement of the monitoring of the institutional operative plan of the MPSM. For the development of the proposal, different methodologies were used, among which, for the collection of information, direct observation techniques, surveys, interviews with the groups responsible for monitoring, as well as the review and evaluation of documents were used. In addition, for the development of the Information System (IS), the process (collection, processing and communication) concerning the monitoring of the POI was studied, with which it was possible to design and implement a solution according to the needs. On the other hand, to automate the IS a web application was developed, which was built using the RUP methodology in order to guarantee the quality of the system. As a result of the implementation of the Information System for the Monitoring of the POI of the MPSM we have: the monitoring frequency went from being done once a year (July), to being monthly, and in this way detect the actions that contribute to achieve the established goals, the time to get to know the degree of progress of the POI was reduced by 99.98%. Likewise, the monitored areas have information on the degree of progress of their assigned operational activities, in order to generate a feedback process between the planned and the executed, leading to the taking of timely corrective measures.
