This research called "The principles of efficiency, transparency and economics in the selection process for the execution of public works in the district municipality of El Porvenir - Year 2010" aims to identify and analyze the conditions of application of the principles of efficiency, transparency and economics in the contracting process for public works made by the district municipality of El Porvenir, and propose alternatives to improve the implementation of such principles in the contracting processes for the execution of public works in the district municipality of El Porvenir. Our working hypothesis was: Has the district municipality of El Porvenir applied the principles of efficiency, transparency and economics in the contracting processes for the execution of public works in its jurisdiction, in the 2010 fiscal year? And our hypothesis: The district municipality of El Porvenir has not been implemented the principles of efficiency, transparency and economics in the contracting processes for the execution of public works in its jurisdiction. To analyze the problem and validate the hypothesis we have been followed a pattern of non-experimental research, as it aims to explore and observe phenomena as they occur in their natural context. Specifically, a transeccional-descriptive investigation design. The conclusions obtained have been presented from the perspective of legal, economic and financial prospects, and from the perspective of how people value the fulfillment of the principles of efficiency, transparency and economics in the public works produced, through two selective direct adjudications and one public direct adjudication , which are the subject of the final practical analysis. All concludes that although formally it has been follow the procedures issued in the ruling Law of Contracting. The municipal entity has violated the principles of efficiency, transparency and economics in the public works performed for which it has been made the appropriate recommendations
