Este trabajo tiene por objetivo analizar la importancia de la articulación entre el planeamiento estratégico y el presupuesto público para la optimización del gasto en el Gobierno Regional de Loreto (2019) y el Ministerio Público (2020); siendo los objetivos específicos 1) describir la articulación del Sistema de Planeamiento Estratégico y Presupuesto Público, 2) caracterizar la articulación de los instrumentos del Sistema Nacional de Planeamiento Estratégico en las entidades citadas; y 3) proponer acciones de fortalecimiento del planeamiento que apunten a la eficiencia del gasto. En ese sentido, esta monografía se tipifica como un estudio no experimental transversal, sin uso de muestreo estadístico. Desarrolla un procedimiento secuencial que consta de tres etapas; primero compara normativas y consultas públicas del planeamiento y presupuesto; luego analiza los casos de estudio; y finaliza proponiendo un conjunto de medidas para la consolidación del sistema del planeamiento basadas en opiniones expertas. El análisis determinó que las leyes de los sistemas de planeamiento y presupuesto disponen de forma explícita la articulación directa. También, revela que los instrumentos de planeamiento se articulan de forma distinta en cada caso observado, pero en ambos muestra articulación parcial y un uso de bases metodológicas disímiles. Por último, concluye que el punto de conexión entre los sistemas estudiados lo componen el Plan Operativo Institucional y el Presupuesto Institucional, haciéndose relevante la sincronización de su elaboración para lograr la optimización del gasto.Public management requires tools to provide quality services to the population, among them, planning is essential to determine the objectives to be achieved and to use resources efficiently, orienting themselves to the established goals. This work aims to analyze the importance of the articulation between strategic planning and the public budget for the optimization of spending in the Regional Government of Loreto (2019) and the National Prosecutor (2020); The specific objectives being 1) describing the articulation of the Strategic Planning and Public Budget System, 2) characterizing the articulation of the instruments of the National Strategic Planning System in the aforementioned entities; and 3) proposing actions to strengthen planning that aim at spending efficiency. In this sense, this monograph is classified as a non-experimental cross-sectional study, without the use of statistical sampling. It develops a sequential procedure that consists of three stages; first compares regulations and public consultations on planning and budgeting; then he analyzes the case studies; and ends by proposing a set of measures for the consolidation of the planning system based on expert opinions. The analysis determined that the laws of the planning and budget systems explicitly provide for direct articulation. It also reveals that the planning instruments are articulated differently in each observed case, but in both shows partial articulation and a use of dissimilar methodological bases.
