Asimismo, se detalla que la investigación se rige por el enfoque cualitativo, siendo de tipo básico, bajo el diseño de teoría fundamentada. Asimismo, se indica que se ha utilizado la entrevista como técnica y el instrumento ha sido la guía de entrevista. Se concluye que la gestión municipal incide en la calidad del gasto presupuestal en una municipalidad distrital de La Libertad en el año 2023 porque al tener una adecuada gestión municipal se garantiza el uso eficaz y eficiente del presupuesto municipal lo que ha permitido el crecimiento de la economía de la institución estudiada.
