Los datos fueron sistematizados y procesados en Excel versión 2310 y se cumplieron los criterios de inclusión, exclusión, así como los criterios éticos correspondientes. Los resultados exponen las experiencias que limitan la eficacia en el estado, desde el estudio de caso en una municipalidad distrital 2023, donde se encuentran dificultades en las diversas áreas involucradas con la atención al ciudadano y la gestión documentaria. Los datos procesados permiten concluir que los problemas burocráticos parten de la relación entre el ciudadano y la derivación de sus necesidades a las diferentes áreas competentes, haciendo evidente la exigencia de proponer recomendaciones para mejorar este escenario como la promoción de dinamismo la municipalidad o capacitación al personal encargado de dichas funciones.
