Para ello se identificó la ubicación geográfica del área de estudio, estableciendo sus límites, coordenadas, superficie total, altitud, población, densidad poblacional y mapa de ubicación; asimismo, se identificaron los problemas ambientales más relevantes; se estableció la estructura orgánica de la entidad, se identificó el marco legal que respalda el PLANEFA, se establecieron los principales objetivos y posteriormente se estableció la programación de las supervisiones, fiscalizaciones ambientales, entre otros.
