El Festival de los Negritos cuenta con limitada capacidad de gestión del turismo y cultura e inadecuadas herramientas de gestión, conllevando un lento despegue del turismo, de identidad cultural, de comunicación entre instituciones y organizaciones, de promoción, insatisfacción de la demanda turística, entre otros, por lo cual el objetivo de investigación es describir la gestión cultural de la MPHCO en la demanda turística del Festival de los Negritos. La metodología de investigación fue básica con enfoque cuantitativo, de nivel descriptivo y de diseño no experimental, utilizando técnicas e instrumentos como observación y cuestionario, siendo 96 visitantes encuestados. Se concluyó que al festival acuden más excursionista, siendo de la misma provincia de Huánuco (51%); asimismo, la gran mayoría consideran que la MPHCO no escucha y atiende las necesidades y demandas sociales de la población entorno al festival (69.8% y 79.2% respectivamente).

The Negritos Festival has limited tourism and cultural management capacity and inadequate management tools, leading to a slow takeoff of tourism, cultural identity, communication between institutions and organizations, promotion, and dissatisfaction with tourist demand, among others. So, the research objective is to describe the cultural management of the Provincial Municipality of Huánuco in tourist demand for the Negritos Festival. The research methodology was basic with a quantitative approach, descriptive level, and non-experimental design, using techniques and instruments such as observation and questionary, with 96 visitors surveyed. It was concluded that the festival is attended by more excursionists from the same province of Huánuco.
