Sumario:The departments of Puno and Arequipa in Peru are endemic to urban rabies in dogs and there is a possibility of migration of this virus to other cities such as Lima. For this reason, the objective was to develop a logical framework matrix as a proposal for actions to prevent the reintroduction of urban rabies in dogs in the city of Lima. This research was carried out by identifying as a problem: "Risk of an outbreak of urban rabies in dogs in Metropolitan Lima in 2020", then the stakeholder analysis was carried out, where five groups involved were considered and strategies were proposed with each one. Afterwards, the problem analysis, the analysis of objectives and finally the Logical Framework Matrix were carried out. The study resulted in the identification of 4 primary causes for the central problem, these being the low responsiveness and vulnerability of the epidemiological surveillance system for rabies in dogs in Metropolitan Lima, the deficient control of the stray dog population by the local governments of Metropolitan Lima, the low perception of the risk of urban rabies and the low vaccination coverage of dogs. In addition, strategies were proposed for private veterinarians, animal protection organizations, dog owners, provincial and district municipalities, and health sector professionals, who were identified as actors involved in the problem. A proposed logical framework matrix with indicators, means of verification and assumptions is also presented. It is concluded that the solution must be approached in an inter- and transdisciplinary manner among the different groups involved.
