El presente artículo es producto del trabajo de investigación y tesis para graduación y nace en un momento de coyuntura Nacional  ante la presencia del fenómeno del Niño Costero que con inclemencia atacaba nuestro País, el objeto de estudio está concentrado en adicionar un lineamiento estratégico a la Ley N°29664 que crea el Sistema Nacional de Riesgo y Desastre que regule un Registro de bienes inmuebles y damnificado en la zona norte del país, encontrándose que un factor  determinante el estudio radica también en  el SISTEMA DE TITULACIÓN Y FORMALIZACIÓN DE LAS POSESIONES Y PROPIEDADES INFORMALES EN EL PERÚ. La informalidad que da lugar a las propiedades informales tiene su origen en las condiciones de vida y anhelo de encontrar algo mejor se produce la migración rural y al no encontrar donde ubicarse ocupan espacios urbanos públicos, invaden  propiedades  y  construyen  viviendas en  zonas de alto riesgo,  riveras de  ríos y quebradas viviendas informales, zonas de reserva sumado a esto la deficiente fiscalización por parte de las autoridades y la dispersa sin conexión alguna que impide concentrar una Normatividad específica, adecuada y eficaz en el organismo rector encargado de dictar directrices concretas que implementen un cuerpo normativo y Registro del Catastro Nacional como el Vice Ministerio de la Propiedad y Catastro. Abstract This article is the product of the work of research and thesis for graduation and was born in a time of national economic situation in the presence of the el Niño phenomenon coastal attacking our country with inclement, the object of study is concentrated in adding a strategic guideline to law No. 29664 that creates national system of risk and disaster that set a record of real estate and victim in the northern part of the country, finding that a determining factor the study also lies in the system of qualification and FORMALIZATION OF INFORMAL PROPERTIES AND POSSESSIONS IN PERU. Informality that gives rise to informal properties has its origin in the conditions of life and desire to find something better occurs to the rural migration and couldn't find where. Locate occupy public urban spaces, invade properties and build housing in areas of high risk, banks of rivers and ravines informal housing, reserve zones added to this poor control by the authorities and the dispersed without any connection that prevents focus a specific, appropriate and effective regulations at the governing body responsible for issuing specific guidelines that implement a regulatory body and registry of the National Cadastre as the Vice Ministry of property and Cadastre.
