It was important to address the subject since there were no similar investigations in Peru, and, therefore, it clarifi ed various paradigms regarding the principles of order and disorder, growth, development and urban transformation over time, presented in the population, in professionals of diverse specialties in the matter, journalists, authorities, civil servants and others; that by relating them to "urban law" as a source for the construction of the theoretical framework, a specialty not fully developed, contributed positive results to the deduction of the proposed management. Keywords: Urban law - urban planning legislation - real estate surplus value - normative regulationLa presente investigación describe la regulación ad hoc normativa en edificaciones multifamiliares aplicadas en el distrito de Magdalena del Mar, Lima, Perú, lo que permitió tener una mirada actual de cómo se estuvo estructurando la legislación urbanística para el interior del distrito, que en los últimos años la administración edil y en periodos anteriores, decidió realizar una gestión con una visión a partir de generar una dinámica inmobiliaria, económica y pro inversionista, cuyo resultado se evidenció en el aumento del valor del lote por m2, vinculado principalmente a la “altura máxima” y consecuentemente a la generación de la “plusvalía inmobiliaria”. Resultó importante abordar el tema, ya que no existieron investigaciones similares en el Perú, y, por tanto, esclareció diversos paradigmas respecto a los principios de orden y desorden, al crecimiento, desarrollo y a la transformación urbana en el tiempo, presentada en la población, en profesionales de diversas especialidades en la materia, periodistas, autoridades, funcionarios y otros; que al relacionarlas al “derecho urbanístico” como fuente para el constructo del marco teórico, especialidad no desarrollada de manera integral, contribuyó con resultados positivos a la deducción de la gestión planteada.
