Subscribing to these agreements will give Peru the opportunity to consolidate and deepen the process of international trade liberalization started in the 1990s. In order for Peru to take full advantage of the opportunities that international trade openness bring, it must deepen the reforms that upgrade human capital, make financial markets more accessible, promote high quality public infrastructure and governance, and reduce the regulatory burden. In all of these areas, but particularly in that of labor markets, Peru has much scope for progress.En la década de 1990 el Perú entró a una etapa de liberalización económica que dejó atrás los altos grados de protección a la industria nacional registrados en las décadas anteriores. En la actualidad, el proceso de apertura comercial se encuentra en una etapa de negociación y suscripción de importantes acuerdos de libre comercio con, entre otros países, los Estados Unidos y los países del Este de Asia. Es crucial entonces la pregunta: ¿Está el Perú preparado para asumir los retos que implica el libre comercio y traducir sus logros en desarrollo económico? Para que la apertura comercial ayude a generar un entorno de crecimiento y desarrollo económico, el Perú debe profundizar las reformas que le permitan mejorar el nivel de capital humano, hacer los mercados financieros más accesibles, mejorar la calidad de la infraestructura y los servicios públicos, y reducir la carga de regulaciones e impuestos a las empresas formales.
